Se ordenó al Tribunal Administrativo del Cesar que asuma de manera inmediata el conocimiento de la tutela de la referencia, toda vez que al momento de la iniciación de la tutela de la referencia, aún no se había proferido la sentencia de nulidad del 18 de julio de 2002 proferida por el Consejo de Estado, motivo por el cual las reglas fijadas en el decreto reglamentario demandado no determinan, en el presente caso, la competencia del juez de tutela.
