Se declaró la nulidad de todo lo actuado a partir del auto proferido por la Sección Segunda, Subsección “B” del Consejo de Estado, dentro de la acción de tutela instaurada por la Sociedad Urbanización Santa Barbara Central LTDA, a través de apoderado, contra el Instituto de Desarrollo Urbano IDU, toda vez que se le dio aplicación al Art. 1º del Decreto 1382 de 2000, que resultó inconstitucional.
En consecuencia, se remitió el expediente a la mencionada Sección para que realice el trámite correspondiente.

- Primero. DECLARAR la nulidad de todo lo actuado, a partir del auto del veintisiete (27) de febrero de 2001, proferido por la Seccion Segunda, Subseccion "B" del Consejo de Estado, dentro de la accion de tutela instaurada por la Sociedad Urbanizacion Santa Barbara Central LTDA, a traves de apoderado, contra el Instituto de Desarrollo Urbano IDU.
- Segundo. REMITASE el expediente por Secretaria General a la Seccion Segunda, Subseccion "B" del Consejo de Estado, para que se le imprima a esta accion de tutela el tramite senalado en la parte motiva de esta decision.
