Se ordenó remitir el expediente de tutela al Juzgado Primero Penal del Circuito de Tunja para que adelante la correspondiente actuación judicial, en virtud de que el Art. 1º, numeral 1º, inciso 2º, del Decreto 1382 de 2000 contempla que “a los jueces del Circuito o con categoría de tales, le serán repartidas para su conocimiento, en primera instancia, las acciones de tutela que se interpongan contra cualquier organismo o entidad del sector descentralizado por servicios del orden nacional (...)”.
