- PRIMERO. DECIDIR el conflicto de competencia presentado entre el Juzgado
- Quinto. Civil del Circuito de Popayán y el Juzgado Veintiocho Administrativo del Circuito de Bogotá, ordenando la remisión del expediente a éste último.
- SEGUNDO. Como consecuencia de lo anterior, REMITIR el expediente contentivo de la acción de tutela instaurada por Marco Tulio Riascos Rozo contra Acción Social, al Juzgado Veintiocho Administrativo del Circuito de Bogotá, para que sin más demoras, tramite y profiera decisión de fondo respecto del amparo solicitado.
- TERCERO. Por Secretaría General COMUNICAR al Juzgado
