- Sexto. Administrativo del Circuito de Pasto, decretó la nulidad de lo actuado y se declaró incompetente para conocer de la presente acción de tutela.
- Segundo. REMITIR al Juzgado

Administrativo del Circuito de Pasto, el expediente de la referencia para que de forma inmediata, continúe el trámite de la primera instancia y profiera decisión de fondo respecto del amparo solicitado, conforme a las previsiones del artículo 86 de la Constitución Política y del Decreto 2591 de 1991.
