Conflicto de competencia entre el Tribunal Superior de Pereira, Sala Penal y el Tribunal Superior de Arauca, Sala Única.
Por ser evidente que el lugar en donde se presenta la posible infracción de los derechos fundamentales del actor es el municipio de Santa Rosa de Cabal, perteneciente al circuito judicial de Pereira, considera la Sala que el Tribunal Superior de Risaralda es el competente para dirimir el asunto.
En consecuencia, se ordena remitir el expediente a dicha Corporación, para que de manera inmediata tramite y decida de fondo el amparo presentado.

- Segundo. REMITIR el expediente ICC-2827 al Tribunal Superior de Distrito Judicial de Pereira - Risaralda, para que de manera inmediata tramite y decida de fondo el amparo presentado.
- Tercero. Por la Secretaría General de la Corte, COMUNICAR al Tribunal Superior de Distrito Judicial de Tame - Arauca, la decisión adoptada en esta providencia.
