Conflicto de competencia suscitado entre el Juzgado 24 Administrativo del Circuito de Bogotá y el Juzgado 1° Civil del Circuito de Turbo (Antioquia).
La controversia entre las precitadas autoridades se fundó en las diferentes interpretaciones del factor territorial.
Ambas alegaron su incompetencia con base en el análisis artículo 37 del Decreto 2591 de 1991.
En virtud del criterio a prevención, la Corte dirimió el conflicto ordenando enviar el expediente a la autoridad escogida por la parte accionante, esto es, al Juzgado 24 Administrativo del Circuito de Bogotá.
Se ordena a esta autoridad impartir el trámite de manera inmediata y proferir la decisión de fondo a la que haya lugar.

- Primero. DEJAR SIN EFECTOS el auto proferido el 6 de septiembre de 2022 por el Juzgado 24 Administrativo del Circuito de Bogotá, en el proceso de tutela promovido por Juan Ernesto Paz Macías.
- Segundo. REMITIR el expediente ICC-4274 Juzgado 24 Administrativo del Circuito de Bogotá para que, de manera inmediata, tramite y adopte la decisión a que haya lugar.
- Tercero. Por la Secretaría General de esta corporación, COMUNICAR la presente decisión a la parte demandante y al Juzgado 1° Civil del Circuito de Turbo, Antioquia.
