La demanda se rechazó porque se constató la configuración de una manifiesta incompetencia de la Corporación para pronunciarse sobre la constitucionalidad de la norma acusada, en la medida en que fue expedido en desarrollo de un Decreto Ley.
La Sala Plena encontró que el recurso impetrado incumplió el requisito de carga argumentativa necesario para habilitar su estudio de fondo y, por ello, decidió RECHAZARLO.

- Primero. RECHAZAR el recurso de súplica presentado por el ciudadano Sebastián López Martínez contra el auto de rechazo del 30 de septiembre de 2025, proferido en el expediente D-16.904.
- Segundo. A través de la Secretaría General de la Corte Constitucional, COMUNICAR el contenido de la decisión al demandante con la indicación de que contra esta no procede recurso alguno.
- Tercero. Una vez ejecutoriada la presente providencia, ARCHIVAR el expediente.
