Recurso de súplica.
La demanda se rechazó por la falta de legitimación en la causa del actor debido a su condición de ciudadano canadiense, porque no explicó por qué la Corte Constitucional era competente para conocer su petición y porque no se cumplió con los requisitos formales del artículo 2 del Decreto 2067 de 1991.
Por no satisfacer la debida carga argumentativa, la Sala Plena de la Corporación decidió RECHAZAR el recurso impetrado.
