Se declaró que el Tribunal Administrativo de Cundinamarca, es el competente para conocer de la acción de tutela formulada por el ciudadano de la referencia, en el sentido que esta Corporación ha definido que resulta inaplicable el Decreto 1382 de 2000, en razón de su manifiesta inconstitucionalidad.
Se ordenó remitir las diligencias al mencionado Tribunal, al Despacho de la funcionaria a la cual le fueron inicialmente repartidas.
