Conflicto de competencia suscitado entre el Juzgado Primero Civil del Circuito de Duitama y el Tribunal Superior de Santa Rosa de Viterbo en torno al trámite de la acción de tutela de la referencia.
Luego de reiterar el marco jurídico que determina la competencia en materia de tutela, la Sala Plena de la Corporación decide el asunto ordenando enviar el expediente al Juzgado Primero Civil del Circuito de Duitama, para que de manera inmediata tramite y adopte la decisión de fondo de primera instancia a que haya lugar.

- Primero. Civil del Circuito de Duitama, el expediente que contiene la accion de tutela presentada por el accionante (ICC-1988), para que de manera inmediata tramite y adopte la decision de fondo de primera instancia a que haya lugar.
