Recurso de súplica.
La demanda se rechazó se revisó el escrito de corrección y se constató que en él persistían las razones por las cuales el cargo formulado no satisfizo los presupuestos de especificidad y suficiencia.
Al verificar el cumplimiento de los requisitos de procedencia encontró la Sala Plena de la Corporación que el planteamiento hecho por el actor no cumplió con el presupuesto de carga argumentativa.
Con base en lo anterior, se RECHAZÓ el recurso de súplica analizado en esta oportunidad.

- PRIMERO. RECHAZAR, por falta de carga argumentativa, el recurso de súplica presentado dentro del expediente D-16.568, en el marco de la demanda de inconstitucionalidad contra el artículo 39 (parcial) del Decreto Ley 2591 de 1991.
- SEGUNDO. A través de la Secretaría General de la Corte Constitucional, COMUNICAR el contenido de esta decisión al demandante, indicándole que contra esta no procede recurso alguno.
- TERCERO. Ejecutoriada esta decisión, ARCHIVAR el expediente D-16.568.
