Se remitió el expediente contentivo de la tutela promovida por el ciudadano de la referencia contra los Jueces Séptimo Civil Municipal y Cuarto Civil del Circuito de Palmira y el Subsecretario Comercial de la Dirección de Impuestos y Aduanas Nacionales -DIAN- al Tribunal Superior del Distrito Judicial de Buga, Sala de Decisión Civil para que tramite y decida en forma inmediata, por cuanto dicha decisión, satisface las reglas de competencia fijadas por el Decreto 1382 de 2000, pues, de conformidad con el último inciso del numeral 1° del Art. 1°, dicho tribunal es la autoridad judicial de mayor jerarquía entre las autoridades competentes (jueces del circuito o con categorías de tales).

Además, según el inciso 1° del numeral 2° del Art. 1° del decreto aludido, por ser el Superior funcional de las autoridades judiciales en esta ocasión demandadas.
