Se inaplicó el Art. 1º, numeral 1º, del Decreto 1382 de 12 de julio de 2000 por ser incompatible, en relación con la tutela promovida por el ciudadano de la referencia.
En consecuencia, se declaró la nulidad del auto mediante el cual el Juzgado 20 Civil del Circuito de Bogotá aplicó el citado Decreto y remitió el expediente a los juzgados civiles municipales de Bogotá.

- PRIMERO. INAPLICAR, en relación con la acción de tutela promovida por el ciudadano Jorge Alberto Munevar, el artículo 1º, numeral 1º, del Decreto 1382 de 12 de julio de 2000, por ser contrario a la Constitución Política conforme a lo expuesto en la parte motiva de este auto.
- SEGUNDO. DECLARAR LA NULIDAD del auto de 29 de abril de 2002 mediante el cual el Juzgado 20 Civil del Circuito de Bogotá aplicó el Decreto 1382 de 2000 en su artículo 1º, numeral 1º, y remitió el expediente a los juzgados civiles municipales de Bogotá.
- TERCERO. REMITIR el expediente de tutela al Juzgado 20 Civil del Circuito de Bogotá para que adelante la correspondiente actuación judicial.
