Se remitió el expediente de tutela al Juzgado Cuarto Penal del Circuito de Neiva para que adelante la correspondiente actuación judicial, toda vez que esta Corte para resolver el caso concreto consideró el Art. 1, numeral 1, parágrafo 2, del Decreto 1382 de 2000 que señala: “a los Jueces del Circuito o con categorías de tales, le serán repartidas para su conocimiento, en primera instancia, las acciones de tutela que se interpongan contra cualquier organismo o entidad del sector descentralizado por servicios del orden nacional o autoridad pública del orden departamental”.
