Se ordenó no aplicar el Art. 1º, numeral 1º del Decreto 1382 de 2000 por ser inconstitucional.
En tal sentido, se declaró que, de acuerdo con el conflicto planteado, el Tribunal Administrativo de Atlántico, es competente para conocer el proceso de tutela de la referencia.
En consecuencia, se remite el expediente al citado Tribunal para lo de su competencia.
