Conflicto de competencia suscitado entre el Juzgado Segundo Administrativo Oral de Pasto (Nariño) y el Juzgado Promiscuo Municipal de El Tablón de Gómez (Nariño).
La controversia se generó en torno a las diferentes interpretaciones que hicieron los despachos judiciales involucrados respecto del factor territorial.
La Corte considera que la autoridad que tiene la competencia para tramitar la acción de tutela formulada es la de la ciudad de Pasto, por cuanto allí es donde se producen los efectos de la presunta violación de derechos fundamentales alegada por el actor.
Se ordena remitir el expediente a este juzgado, para que de manera inmediata adopte la decisión de fondo que corresponda.

- Segundo. Administrativo Oral de Pasto, mediante el cual se declaro sin competencia para conocer de la accion de tutela formulada por Jesus Peregrino Martinez Miticanoy contra ARL Seguros Bolivar S.A y otros.
- Segundo. REMITIR el expediente ICC-3549 al Juzgado
