La jefa del Ministerio Público alegó la configuración de la causal objetiva de impedimento consistente en haber intervenido en la expedición de la norma acusada.
De manera puntual afirmó que, en su condición de Ministra de Justicia y del Derecho suscribió la Ley 2003 de 2019.
La Sala Plena de la Corporación decidió ACEPTAR el impedimento manifestado por la Procuradora General y dispuso la remisión del asunto al Viceprocurador General para que, en cumplimiento de la función que le atribuye el numeral 3 del artículo 17 del Decreto Ley 262 de 2000, rinda el concepto correspondiente.

- Primero. ACEPTAR, con base en las razones expresadas en esta providencia, el impedimento manifestado por la Procuradora General de la Nacion para emitir concepto dentro del expediente D-14.045.
- Segundo. ORDENAR a la Secretaria General de la Corte Constitucional que levante la suspension de terminos y corra traslado por el termino que falte al viceprocurador General de la Nacion, para que rinda el concepto de que tratan los articulos 242, numeral 2, y 278, numeral 5, de la Constitucion.
