La Corte se pronuncia sobre el marco jurídico que determina la competencia en materia de tutela y decide el caso ordenando remitir el expediente al Juzgado Cuarto Administrativo del Circuito de Santa Marta, para que de forma inmediata y sin más dilaciones, tramite la acción de tutela deprecada.
