Primero. Declarar la NULIDAD de la sentencia T- 974 de 2006, proferida por la Sala Séptima de Revisión el 24 de noviembre de 2006, por vulneración del artículo 29 Superior. En consecuencia, deberá ser adoptada una nueva providencia que reemplace a la anterior.
Segundo. ORDENAR que por Secretaría General de la Corte se solicite a la Secretaría del Tribunal Administrativo de Santander, remitir inmediatamente al Despacho el expediente T- 1.412.144.
