Rechazó la demanda referida por falta de competencia de la Corporación para decidir sobre el Tratado que se acusa.
En tal sentido, la Corte aclara que no tiene entre sus funciones resolver sobre demandas incoadas por los ciudadanos contra los tratados o convenios internacionales, dando aplicación a lo previsto en el Art. 6o., inciso 4o. del Decreto 2067 de 1991.

- RECHAZA la demanda en referencia por falta de competencia actual de la Corporación para decidir sobre el Tratado que se acusa. La Corte resolverá sobre la constitucionalidad de éste y de la Ley que lo aprueba cuando, sancionada ella, dichos actos sean remitidos por el Ejecutivo.
