1Prohíbese Toda Comunicación Con Los Gobiernos O Individuos Que Se Hallen En Manifiesta Hostilidad Contra El Gobierno De La Union, Las Personas Que, No Hallándose En Ese Caso, Aparezcan En Intelijencia Con Los Unos O Con Los Otros, Serán Tratadas Como Espías2° Los Que Comercien Con Los Enemigos, O Les Hagan Suministros Voluntarios De Cualquiera Especie, Serán Reputados Enemigos También, I Tratados Como Tales3° Cuando Conforme A Las Prácticas De La Guerra En Los Pueblos Civilizados, Hayan De Pasar, De Territorio Ocupado Por El Gobierno De La Union A Territorio Ocupado Por Los Enemigos, Personas Llamadas A Prestar Servicios Médicos A Los Heridos, O A Conducir Socorros Propios Para Éstos, No Podrán Hacerlo Sin Anuencia De La Primera Autoridad Política O Militar Del Lugar De Donde Tengan Que Partir, So Pena De Ser Tratadas También Como Enemigos En Caso De Contravención
