1En Conformidad Con Lo Dispuesto En El Artículo 4° De La2Los Rectores Y Directores De Los Establecimientos De Instrucción Pública, Harán Que En Dicho Día, Mediante Congregación De Los Alumnos, Se Dirija A Estos Una Alocución Sobre El Reconocimiento Y Las Deberes Que Los Obligan Para Con La Madre, La Significación De Ella En El Hogar, La Sociedad Y El Estado, Y Sobra La Manera Como Los Huérfanos Deben Honrar La Memoria De La Madre, Muerta3En Las Escuelas Primarías Se Llamarán Alumnos Preferidos A Los Niños Que Se Distingan Por El Cariño, Respeto Y Obediencia A La Madre, Y Tendrán Un Premio Especial Al Fin De Cada Año4Siguiendo Al Saneamiento Del Presente Decreto, Los Directores Generales De Instrucción Pública Organizarán En Sus Respectivos Departamentos La Fiesta De Que Se Trata, De Tal Suerte Que Hasta Los Lugares Más Apartados Del País Llegue El Homenaje Que La Ley Ha Querido Dedicar A La Madre Colombiana: Comuníquese Y Publíquese
