4De La Ley 89 De 1948, Acuerda:1Crear Treinta (30) Visitadores Especiales Que Vigilen El Correcto Funcionamiento Del Proceso Electoral Que Culminará El Cinco (5) De Junio De 1949, Así Como Los Escrutinios Correspondientes2Estos Visitadores Especiales No Devengarán Sueldo Alguno, Y Sólo Disfrutarán De Viáticos Y De Los Gastos Indispensables En Los Días En Que Desempeñen Su Función3Los Visitadores Especiales Serán Elegidos Por Unanimidad De Los Miembros De La Corte Electoral, En Proporción De Diez Y Ocho (18) Por Cada Uno De Los Partidos Que Tengan Mayor Representación En El Congreso4La Corte Electoral Determinará Los Lugares En Donde Deban Actuar Los Visitadores Especiales, Los Cuales Serán Siempre Designados En Número De Dos (2) Y De Distinta Filiación Política5Article 5
