Adiciónase el artículo 1 del Decreto 861 de 1995 en el sentido de incluir en las mercancías allí señaladas las que se clasifiquen por las subpartidas del Arancel de Aduanas que a continuación se señalan: 0207390000, 0207410000, 02074200000, 0207430000. El certificado de inspección de las mercancías señaladas en el inciso anterior, deberá comprender los siguientes aspectos: clasificación arancelaria, descripción, cantidad y precio de venta.
