La Asamblea Departamental de Antioquia podrá autorizar al Gobernador del Departamento de Antioquia para pignorar las rentas que produzca la estampilla con el fin de garantizar los empréstitos que se adquieran con destino a la financiación de las Corporaciones a que hace referencia la presente Ley.
