º . Campo de aplicación. Las disposiciones del presente Decreto conforman el régimen general bajo el cual se regula la aplicación de medidas de salvaguardia, sin perjuicio de las normas especiales contenidas en acuerdos o convenios internacionales celebrados con otros países y de las legislaciones adoptadas con el fin de corregir los efectos nocivos de las prácticas desleales de "dumping" y subsidios.
