Si el Gobierno propone nuevas fuentes de ingresos, en la forma prescrita por el artículo 44, y ellas requieren la expedición de nuevas leyes, el Congreso dará preferente atención a tales proyectos, a fin de que, si fuere adoptado el término constitucional de seis meses que en algunos casos debe transcurrir antes de hacer efectivos nuevos impuestos, termine a la mayor brevedad posible.
