Art. 11. Creánse seis becas á razón de $ 20 mensuales cada una, las cuales se distribuirán así: una para la Provincia del Valledupar, una para la del Sur, dos para la de Santa Marta y dos para la ciudad de Padilla. Las becas que se obtengan por prima de contrato sobre alimentación, se adjudicarán á las Provincias menos favorecidas.
