La solicitud presentada sin los requisitos formales será devuelta al interesado dentro de los diez (10) días siguientes a su presentación para que éste proceda a cumplirlos; una vez presentada en legal forma, el funcionario la resolverá dentro los términos establecidos por la ley, previas las imputaciones y compensaciones a que haya lugar.
