Artículo treintaiséis. Especies Postales . Las especies Postales están constituidas por los sellos o estampillas de Correo propiamente dichos, las imprecisiones de máquinas franqueadotas y los sobres con franqueo timbrado, destinados a cubrir las tarifas por el servicio de correo.

Parágrafo

La emisión de especies postales es una facultad privativa del Estado.
