Autorizase al Gobierno para fomentar el Instituto Bacteriológico establecido en esta ciudad con el nombre de Laboratorio de Samper y Martínez y otros análogos a este, con el fin de que produzcan en grande escala y a precio módico las vacunas y sustancias destinadas a la profilaxis y curación de las enfermedades infecciosas de los animales y a la inmunización y curación de los vegetales.
