El presente Decreto rige a partir de la fecha de su publicación en el Diario Oficial y deroga las disposiciones que le sean contrarias, en especial el inciso primero del artículo 14 del Decreto 1522 de 1996 y el mismo inciso del citado artículo del Decreto 1526 de 1996.
