El Gerente General del Instituto toma posesión de si cargo ante el Ministerio de Hacienda y Crédito Público; los miembros de la Junta Directiva, con excepción de los Ministerios y del Gerente del Instituto de Fomento Industrial, quienes actúan por razón de su cargo también ante el Ministerio de Hacienda y Crédito Público. Los demás funcionarios y empleados ante el Gerente General o ante el funcionario a quien se delegue esta función.
