De la partida apropiada en el Presupuesto de Gastos del bienio próximo para el establecimiento de nuevas líneas telegráficas, destinará el Gobierno la suma necesaria para dar cumplimiento á lo dispuesto en el artículo 43 de la Ley 83 de 1888, ya sea por administración o por contrato.
