El Ministerio de Justicia procederá a dictar todas las providencias que considere necesarias, a fin de que, dentro del menor tiempo posible, se amplíe la Colonia Penal y Agrícola del Araracuara, para lo cual el Gobierno podrá abrir los créditos o decretar los traslados que estime convenientes, sin sujeción a las normas ordinarias.
