Por falta temporal del Presidente, o por la no concurrencia al Despacho, con excusa o sin ella, hace sus veces y ejerce sus funciones el Vicepresidente. A falta de ambos, la Corte o los Magistrados presentes pueden disponer lo conveniente para elegir un Presidente provisional.
