ARTICULO 21. Las listas a que se refieren los artículos anteriores se formarán con los nombres de quienes se hallen ejerciendo el empleo en propiedad, y con tantos candidatos cuantos correspondan a los cargos que deban proveerse, a razón de tres por cada empleo.
