La persona o las personas, tanto naturales como jurídicas, o comunidades, tengan o no personería jurídica, que ostenten la titularidad en propiedad o en cualquier relación jurídica que pueda comportar la tenencia o explotación de la piscina, será responsable del cumplimiento de esta ley y se someterá a las sanciones que la misma establece en caso de incumplimiento.

También lo serán las personas responsables del acceso de menores de doce (12) años a las piscinas.
