DEBIDO PROCESO. Los destinatarios de este reglamento deberán ser procesados conforme a las leyes sustantivas y procesales preexistentes a la falta disciplinaria que se les atribuya, ante funcionario competente previamente establecido en el presente reglamento y observando la plenitud de las formas del procedimiento regulado en el mismo.
