Es un aspecto de la seguridad nacional que se define como la garantía que ofrece el Estado a sus asociados para alcanzar y mantener los objetivos nacionales a través de acciones políticas, económicas, sociales y militares, que permitan identificar, prevenir, neutralizar y superar las amenazas que provengan del contexto internacional, así como aprovechar aquellas oportunidades que sean convenientes para alcanzar el bienestar de la sociedad.
