Autorizase al Gobierno Nacional que gestione con el Banco Popular, S. A., el otorgamiento de.créditos a cinco (5) años de plazo y a un tipo de interés no mayor del seis por ciento (6%) anual, para los damnificados por el incendio ocurrido en la ciudad de Neiva el diez (10) de septiembre de 1950, cuyo patrimonio no exceda de cien mil pesos ($ 100.000.00).
