Artículo segundo. En el contrato que se celebre entre el Ministerio de Agricultura y el Banco Ganadero se establecerá un Comité encargado de la aprobación, orientación y vigilancia de los planes y programas de fomento a la ganadería que adelantará el Banco en cumplimiento del mismo. Los préstamos a que se refiere el artículo primero se otorgarán en desarrollo de estos planes y programas.
