La presente ley tiene por objeto vincular a la Nación en la celebración del bicentenario del nacimiento de la institucionalidad colombiana, que se gestó en 1821 con el Primer Congreso General de la República de Colombia, celebrado en la Villa del Rosario, Norte de Santander; rendir homenaje y declarar patrimonio cultural de la Nación a este municipio.
