ARTICULO 70. Las personas naturales o jurídicas que se dediquen a la importación, fabricación y ensamblaje de vehículos, partes, repuestos, carrocerías y demás implementos con destino al transporte público terrestre automotor de pasajeros y/o mixto por carretera, deberán inscribirse ante el Instituto Nacional de Transporte y Tránsito de acuerdo con la reglamentación que para tal efecto éste expida.
