Autorizase asimismo al Gobierno Nacional para que celebre contrato de arrendamiento con la Gobernación del Valle, por espacio suficiente, en el muelle de Buenaventura, para nacionalizar, almacenar los cargamentos de importación, por el tiempo necesario mientras se construyen los edificios ordenados en la presente Ley.
