Art. 2.° En caso de conmocion interior a mano armada o guerra esterior, se autoriza al Poder Ejecutivo para poner las fuerzas que estime necesarias.

Ar. 3.° Todos los gastos que se causen en reunir i organizar los continjentes que se pidan a los Estados, serán de cargo del Gobierno nacional.
