Facúltase al Gobierno, con tal fin, para abrir los créditos necesarios al Presupuesto, para hacer las operaciones financieras indispensables y para subrogarse en las obligaciones provenientes del valor de las fincas a que se refiere el artículo anterior, a cargo hoy, respectivamente, del Departamento de Antioquia, y del Municipio de Montería.
