Articulo 2° El Juego de Apuestas Permanentes podrán realizarlo las loterías establecidas por la Ley 64 de 1923, las loterías de Bogotá y Manizales o las beneficencias que las administran, los Servicios Seccionales de Salud en los Territorios Nacionales y las personas naturales o jurídicas mediante un contrato de concisión.
