Las estampillas de timbre servirán también para el servicio postal; pero para este servicio habrá además estampillas especiales destinadas a los casos de franqueo con las denominadas de recomendación, aviso de recibo y retardo. Estas estampillas especiales tendrán la forma y tamaño que determine el Gobierno, de acuerdo con los usos de la Unión Postal Universal.
